ISO 45001: New Health and Safety Management Systems Standard
On 12 March 2018, the International Accreditation Forum Inc. (IAF), in cooperation with the OHSAS Project Group and ISO, published the new International Standard of Occupational Health and Safety Management Systems standard, ISO 45001: 2018. It is set to transform workplace practices globally and reduce the tragic toll of work-related accidents and illnesses across the globe.
ISO 45001:2018 specifies requirements for an occupational health and safety (OH&S) management system, and gives guidance for its use, to enable organisations to provide safe and healthy workplaces by preventing work-related injury and ill health, as well as by proactively improving its OH&S performance.
Organisations certified to OHSAS 18001: 2007 will have three years from 12 March 2018 to migrate to the new standard ISO 45001, at which point the official status of OHSAS 18001:2007 will be considered ‘Withdrawn’.
Provide a safe working environment
An organisation is responsible for the occupational health and safety of workers and others who can be affected by its activities. This responsibility includes promoting and protecting their physical and mental health.
The adoption of an OH&S management system is intended to enable an organisation to provide safe and healthy workplaces, prevent work-related injury and ill health, and continually improve its OH&S performance.
The aim of an OH&S management system
The purpose of an OH&S management system is to provide a framework for managing OH&S risks and opportunities. The aim and intended outcomes are to prevent work-related injury and ill health to workers and to provide safe and healthy workplaces; consequently, it is critically important for the organisation to eliminate hazards and minimise OH&S risks by taking effective preventive and protective measures.
An OH&S management system can be more effective and efficient when taking early action to address opportunities for improvement of OH&S performance. An OH&S management system can also assist an organisation to fulfil its legal requirements.
What does this mean for businesses certified to OHSAS 18001: 2007?
Organisations certified to OHSAS 18001 are advised by IMS International to liaise with their IMS auditor for migration arrangements.
ISO 45001:2018 is applicable to any organisation that wishes to:
- Establish, implement and maintain an OH&S management system to improve occupational health and safety
- Eliminate hazards and minimize OH&S risks (including system deficiencies)
- Take advantage of OH&S opportunities
- Address OH&S management system nonconformities associated with its activities
ISO 45001:2018 helps an organisation to achieve the intended outcomes of its OH&S management system. Consistent with the organisation’s OH&S policy, the intended outcomes of an OH&S management system include:
- Continual improvement of OH&S performance
- Fulfilment of legal requirements and other requirements
- Achievement of OH&S objectives
IMS will help guide its clients through the migration process so they don’t risk losing their certification. This is not a transition as the standard is migrating from OHSAS to ISO, therefore the rules for transition do not apply. It follows the high-level structure approach that is being applied to other ISO management system standards, such as ISO 9001 (quality) and ISO 14001 (environment).
